Better way to learn ??

Hey everyone , I want to ask which is better way to learn or train . As i am newbie should i solve some particular rating problems then increase the level of problem or should i pick a contest and try to learn from every rating problem in that contest ?

My opinion is to solve problems like|my_rating — problem_rating|<=200
