I am a beginner in Codeforces even though I created it 5 years ago. I was not consistent and not interested at that time. Now, I want to improve in problem solving skills. Now, I have a lot of time to spent on Codeforces. But, I am stuck at understanding the problem statement. Can anyone suggest me how to approach any problem?

go need to solve more higher rated problems. You have solved 120 questions of 800 rating which is over-kill. Start solving 1100 1200 1300 problems. After that gradually increase the difficulty of questions

There are really good resources in the Catalog section of codeforces, you can get a lot of help, and yes the advice is still relevant today.
