Two consecutive Div. 2 rounds?

Why do you make many Div. 2 rounds?
And Div. 1 coders can't participate.
I don't think this is fair. Because Div. 2 coders get a chance to increase their rating, but Div. 1 coders don't get this chance.

Div.1 coders are more trained than div.2, so div.2 should train harder.

..I think you can register a another ID to join DIV II if you want

Why can't we have both div I and div II same time like TC??
It will require less number of total question by using some common problems  in both div.
