Maybe because they're accompanied by some form of attachment.
Open the contest first like /contest/1267 then click the problem
For 1267 C, ICPC it opens in PDF format.
For 936 E, it really has an issue statement not available either in Russian or English.
For 1912 C, 23-24 ICPC NERC, a downloadable PDF for contest statements.

Indeed! I find that comment telling something of use, how to access these statements with pdf files added and mention that 936 E has no statement in either language.
