Combat cheating

I saw a recent good update, when opening profiles of disabled users. It is pinned on their profiles "This user is disabled".

It can be helpful to codeforces community doing the same for those recently skipped in 2 or more contests and skipped more than thrice.

I'm just worried about the case where in case rooms exist, and the cheater posts another person's code and everyone copy's the innocent person's code instead... Then how would you find out who the "real cheater" is?

    I do not know if this rule still holds; First to submit in div2 (room format (no 12h hacking phase)) is not skipped. I do not remember seeing a first to submit got skip

        First to submit is not skipped, but gets a warning message. I saw some blog for div1 user before.
